Abstract
A PROGRAM SUMMARY DISCUSSES THE GENERAL COMPOSITION OF THE BOARD AND THE PROCEDURES FOR PROCESSING PAROLE CASES. PROCEDURAL CHANGES SUCH AS PERSONALLY INFORMING INMATES OF REASONS FOR PAROLE DENIALS ARE DETAILED. THE BOARD'S IMPLEMENTATION OF THE DUE PROCESS REQUIREMENTS OF THE 1972 SUPREME COURT MORRISSEY DECISION AND THE DECISION TO PROVIDE COUNSEL FOR INDIGENT PAROLEES ARE EXPLAINED. THE SUMMARY CONCLUDES WITH A DESCRIPTION OF THE BOARD'S PARTICIPATION IN THE EXPERIMENTAL RELEASE PROGRAM CALLED MUTUAL AGREEMENT PROGRAMMING, WHEREBY A PAROLE DATE IS NEGOTIATED CONTINGENT UPON THE INMATE'S SATISFACTORY COMPLETION OF AN INDIVIDUAL PROGRAM DESIGNED TO MATCH HIS SPECIFIC NEEDS.
