DATA ON DIRECT EXPENDITURES FOR THE ARIZONA CRIMINAL JUSTICE SYSTEM FOR FISCAL 1977 ARE SUMMARIZED; BREAKDOWNS FOR LEGAL SERVICES, THE JUDICIARY, PUBLIC DEFENSE, CORRECTIONS, AND OTHER AREAS ARE MADE.
Abstract
DURING FISCAL YEAR 1977, ARIZONA CRIMINAL JUSTICE EXPENDITURES TOTALED $257,884,000. THE MOST COSTLY ACTIVITIES WERE POLICE PROTECTION AT 57 PERCENT, CORRECTIONS AT 21 PERCENT, AND JUDICIAL SERVICES AT 12 PERCENT. REPORT DATA WAS COLLECTED BY THE LEAA AND THE CENSUS BUREAU. DIRECT EXPENDITURES INCLUDE SALARIES, WAGES, FEES, AND COMMISSIONS; PURCHASES OF SUPPLIES, MATERIALS, AND SERVICES; AND CAPITAL OUTLAYS FOR CONSTRUCTION, EQUIPMENT, AND LAND. MUNICIPALITIES ACCOUNTED FOR $103 MILLION, OR 40 PERCENT OF THE EXPENDITURES, COUNTIES $84 MILLION, AND THE STATE $71 MILLION OR 27 PERCENT. MUNICIPALITIES SPENT MORE ON POLICE PROTECTION THAN THE STATE AND COUNTIES COMBINED, REFLECTING THE FACT THAT MOST OF THE STATE'S POPULATION IS IN INCORPORATED CITIES AND TOWNS. STATE AND COUNTY GOVERNMENTS SHARED THE RESPONSIBILITY FOR CORRECTIONS, WITH THE STATE OPERATING THE PRISON AND PAROLE SYSTEM AND THE COUNTIES SUPPORTING JAILS AND PROBATION DEPARTMENTS. DURING 1977, ARIZONA SPENT 14 PERCENT OF ITS TOTAL GOVERNMENT FUNDS ON CRIMINAL JUSTICE ACTIVITIES, THE HIGHEST PROPORTION AMONG THE 50 STATES; ARIZONA'S CRIME RATE WAS THE SECOND HIGHEST IN THE NATION, AND RANKED FIFTH HIGHEST IN PER CAPITA EXPENDITURES.
