STANDARDS AND GOALS FOR LAW ENFORCEMENT ARE PRESENTED BY THE ARIZONA STATE JUSTICE PLANNING AGENCY (ASJPA).
Abstract
A COMMITTEE WAS FORMED TO EVALUATE THE PUBLICATION OF THE NATIONAL ADVISORY COMMISSION ON CRIMINAL JUSTICE STANDARDS AND GOALS ENTITLED 'POLICE.' THE NATIONAL ADVISORY COMMISSION'S STANDARDS WERE REVIEWED TO DETERMINE IF THEY WERE APPROPRIATE FOR ARIZONA. ACCEPTABLE STANDARDS WERE ADOPTED, AND THOSE THAT WERE OBJECTIONABLE WERE MODIFIED OR REJECTED. DRAFTS OF THE COMMITTEE'S FINDINGS WERE DISTRIBUTED THROUGHOUT THE STATE. INPUT WAS OBTAINED THROUGH A SERIES OF TWO MEETINGS IN EACH OF ARIZONA'S SIX PLANNING REGIONS. THE FIRST SET OF MEETINGS DISSEMINATED GENERAL INFORMATION ON THE AIMS AND PURPOSE OF THE STANDARDS AND GOALS (I.E., FOR PLANNING AND TO SECURE LEAA FUNDING). THE SECOND SERIES OF MEETINGS DIRECTED PRESENTATIONS AT THE REGIONAL CRIMINAL JUSTICE ADVISORY COMMITTEES, INTERESTED ELECTED OFFICIALS, AND THE GENERAL PUBLIC. COMMENTS FROM THESE GROUPS WERE SUBMITTED TO THE ASJPA GOVERNING BOARD, AND FINAL APPROVAL OF THE PROGRAM WAS GRANTED IN SEPTEMBER 1976. STANDARDS AND GOALS WERE ORGANIZED INTO THREE CATEGORIES: (1) POLICE SERVICE IN ARIZONA (I.E., POLICE ROLE, ROLE IMPLEMENTATION, DEVELOPING COMMUNITY RESOURCES, AND CRIMINAL JUSTICE RELATIONS); (2) THE CONTROL OF CRIME (I.E., PLANNING AND ORGANIZING TEAM POLICING, UNUSUAL OCCURRENCES, PATROL, OPERATIONS SPECIALIZATION, MANPOWER ALTERNATIVES, PROFESSIONAL ASSISTANCE, AND SUPPORT SERVICES); AND (3) EFFECTIVE POLICE SERVICE (I.E., RECRUITMENT AND SELECTION; CLASSIFICATION AND PAY; EDUCATION; TRAINING; DEVELOPMENT, PROMOTION, AND ADVANCEMENT; EMPLOYEE RELATIONS; INTERNAL DISCIPLINE; PERSONAL EQUIPMENT; TRANSPORTATION; COMMUNICATIONS; AND INFORMATION SYSTEMS).
