DATED DECEMBER 1976, THIS REPORT PRESENTS GUIDELINES UNDER WHICH PATROL PERSONNEL WOULD ASSUME A COMPLETE (OR MORE COMPLETE) RESPONSIBILITY FOR BOTH PRELIMINARY AND FOLLOWUP INVESTIGATION FOR SPECIFIED CRIMES.
Abstract
ARLINGTON COUNTY, WHICH IS ADJACENT TO WASHINGTON D.C., CONTAINS A POPULATION OF APPROXIMATELY 155,900 PERSONS IN A 25.5 SQUARE MILE AREA. THE POLICE DEPARTMENT IS COMPRISED OF 290 SWORN AND 85 CIVILIAN PERSONNEL. IN 1975 ARLINGTON ATTEMPTED TO INTRODUCE A TEAM POLICING CONCEPT TO THE DEPARTMENT. HOWEVER, DUE TO SOME INTERNAL PROBLEMS THIS CONCEPT WAS NOT IMPLEMENTED; INSTEAD, A PLAN TO ENHANCE THE PATROL TASK WAS INITIATED. THIS DOCUMENT PROVIDES GUIDELINES FOR A PROGRAM OF PATROL OFFICER FOLLOW-UP INVESTIGATIONS, INCLUDING HOW CRIMES SHOULD BE ASSIGNED TO SPECIFIC OFFICERS, AVAILABILITY OF PERSONNEL, PERSONNEL MORALE AND ATTITUDES, CRIME CATEGORIES FOR PATROL FOLLOWUP INVESTIGATION, CASE ASSIGNMENT, AND FOLLOWUP INVESTIGATION CONTINUITY.
