Recommendations of the work group on armed robbery of the Ministry of Justice in Quebec are presented.
Abstract
The work group was established in 1980 to collect statistics on armed robberies, to compare the evolution of this crime type in various parts of Canada, to analyze the factors that influence this evolution (e.g., criminal characteristics, attitudes of citizens and victims, and police actions), and to examine measures which would permit reduction of armed robberies. The main priority of the work group is to assist victims by working closely with the police. The work group suggests a number of design measures for securing banks and rendering holdups difficult. To aid victims, foundation of a special victim information service, attention of police to the needs of victims, and formation of victim advocacy groups are recommended. The work group also proposes establishment of a special centralized unit to record armed robberies and of a specialized team of prosecutors to handle armed robbery cases. The group also favors 'neutralization' of juvenile recidivists. It is concluded that the work group has played a valuable role in making the public aware of the armed robbery problem.
