DETAILED GUIDELINES FOR USE BY MILITARY POLICE UNIT COMMANDERS IN DEVELOPING TRAINING PROGRAMS AND EVALUATING THEIR EFFECTIVENESS ARE PRESENTED.
Abstract
THE ARMY TRAINING AND EVALUATION PROGRAM (ARTEP) SERVES AS THE TRAINING EVALUATION MECHANISM FOR ACTIVE AND RESERVE UNITS TRAINING TO ASSUME LAW ENFORCEMENT SUPPORT DUTIES IN A COMBAT ENVIRONMENT. ARTEP IS DESIGNED FOR USE IN EVALUATING THE ABILITY OF SUCH UNITS TO PERFORM SPECIFIC MISSIONS, IN DEVELOPING TRAINING OBJECTIVES THROUGH SPECIFICATION OF MINIMUM STANDARDS OF PERFORMANCE, IN EVALUATING THE EFFICIENCY AND EFFECTIVENESS OF TRAINING, AND IN ASSESSING TRAINING NEEDS. ARTEP TAKES A 'BUILDING BLOCK' APPROACH, CATEGORIZING MISSIONS INTO THREE LEVELS REFLECTING DIFFERENT DEGREES OF COMBAT READINESS. FOR EACH MISSION, AN EVALUATION TRAINING OUTLINE DESCRIBES THE GENERAL CONDITIONS UNDER WHICH THE MISSION IS PERFORMED, THE TRAINING AND EVALUATION STANDARDS BY WHICH PERFORMANCE OF THE MISSION IS MEASURED, PERFORMANCE-ORIENTED TRAINING OBJECTIVES, AND SUPPORT REQUIREMENTS (AMMUNITION, AGGRESSORS, MANEUVER AREAS, ETC.) REQUIRED TO CONDUCT TRAINING OR EVALUATION RELATIVE TO THE MISSION. INSTRUCTIONS FOR USING ARTEP TO PREPARE AND CONDUCT AN EVALUATION OF A MILITARY POLICE UNIT INCLUDE MINIMUM REQUIREMENTS FOR A VALID FORMAL EVALUATION AT EACH LEVEL OF COMBAT READINESS, AND A SAMPLE 3-DAY EVALUATION PLAN. THE ROLE, DUTIES, AND TRAINING OF EVALUATORS ARE DESCRIBED. PROVISIONS FOR FIELD VALIDATION AND FEEDBACK ON ARTEP ARE INCLUDED. (LKM)
