On November 11, 2010, New York State enacted legislation that defined the crime of strangulation; this report presents the results of an analysis of arrests and arraignments for this crime in the 20 months since the law was enacted.
Abstract
By March 2011, 4 months after the law's enactment, law enforcement agencies were bringing new charges for strangulation offenses consistently. Since that time, the number of arrests in which strangulation was charged ranged between 822 and 1,090 arrests per month. Twenty counties reported 150 or more strangulation arrests between November 11, 2010, and June 30, 2012. A table presents a list of arrests broken down by the three Penal Law strangulation offenses for each county. Data are presented on the gender, race/ethnicity, and ages of the suspects. 3 tables and 3 figures
