Data from Wisconsin's official records on juvenile arrests and admissions to correctional institutions show that the total number of juvenile arrests has remained relatively stable over the past 10 years, although the juvenile arrest rate increased steadily from 1982 through 1986 and then decreased in 1987.
Abstract
During the 10-year period, the number of juvenile arrests for index offenses dropped by about 2 percent. The rate of arrests for index offenses dropped by nearly 4 percent between 1980 and 1987. Ninety-five percent of the juvenile arrests for index offenses were for property crimes. Arrests for property offenses decreased during the 10 years, while arrests for violent offenses increased substantially. The number of juveniles admitted into Wisconsin correctional institutions decreased by approximately 19 percent from 1978 to 1987. However, the proportion with previous experience in correctional institutions increased considerably in 1987. Admissions of juveniles for violent crimes increased steadily from 1980 through 1985 and decreased dramatically in 1986. Map, figures, and tables.
