Abstract
THIS SPECIAL REPORT IS A SUPPLEMENT TO THE CRIMINAL JUSTICE ANALYSIS PUBLISHED IN 'CRIME IN LOUISIANA, 1977'. THE 1975 ARREST DATA, OBTAINED FROM THE AUDIT FORMS SENT OUT TO THE LAW ENFORCEMENT AGENCIES IN THE JUNE OF 1976, WERE PRODUCED BY ESTIMATING 12 MONTHS REPORTING FOR AGENCIES THAT SUBMITTED AT LEAST 1 MONTH OF LOUISIANA UNIFORM CRIME REPORT ARREST DATA TO THE LOUISANA CRIMINAL JUSTICE INFORMATION SYSTEM DIVISION BY FEBRUARY 1976. THE 1976 AND 1977 ARREST DATA ARE THE ACTUAL FIGURES FROM THE AGE, SEX, AND RACE OF ADULTS AND JUVENILES ARREST FORMS RECEIVED BY THE CRIMINAL JUSTICE INFORMATION SYSTEM BY MARCH 1978. BECAUSE THE 1975 ARREST DATA ARE ESTIMATED AND THE 1976 AND 1977 ARREST DATA ARE THE ACTUAL REPORTED FIGURES, COMPARISON BETWEEN THE 1975 AND 1976-1977 ARREST DATA WOULD BE MISLEADING. A TOTAL OF 193,158 ARRESTS WERE MADE IN 1977--A 10 PERCENT INCREASE OVER THE 175,626 ARRESTS IN 1976. INDEX CRIME (CRIMINAL ACTS DEEMED SERIOUS BY THE INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE) ARRESTS NUMBERED 49,494, OR 25.6 PERCENT OF TOTAL ARRESTS. THIS IS A 7.3 PERCENT INCREASE OVER THE 46,114 INDEX CRIME ARRESTS MADE IN 1976. VIOLENT CRIME ARRESTS (CRIMINAL HOMICIDE, FORCIBLE RAPE, ROBBERY, AND AGGRAVATED ASSAULT) NUMBERED 11,727, REPRESENTING 23.7 PERCENT OF INDEX CRIME ARRESTS OR 6.1 PERCENT OF TOTAL ARRESTS. THIS IS A 7.8 PERCENT OVER THE 10,874 VIOLENT CRIME ARRESTS IN 1976. PROPERTY CRIME ARRESTS (BURGLARY, LARCENY-THEFT, AND MOTOR VEHICLE THEFT) NUMBERED 37,767, REPRESENTING 76.3 PERCENT OF INDEX CRIME ARRESTS OR 19.5 PERCENT OF TOTAL ARRESTS. THIS IS A 7.2 PERCENT INCREASE OVER THE 35,240 PROPERTY CRIME ARRESTS IN 1976. OTHER ARRESTS (NONINDEX) NUMBERED 139,605, OR 72.3 PERCENT OF TOTAL ARRESTS--10.9 PERCENT INCREASE OVER THE 125,893 ARRESTS IN 1976. STATUS OFFENSE ARRESTS (CURFEW AND LOITERING LAW VIOLATIONS, AND RUNAWAYS) NUMBERED 4,059, OR 2.1 PERCENT OF TOTAL ARRESTS--12.2 PERCENT INCREASE OVER THE 3,619 ARRESTS IN 1976. (RBC)
