The San Diego County Probation Department has developed and implemented "A Substance Abuse Program for Probation" (ASAPP) which addresses the dual needs of protecting the public while providing treatment to a chemically dependent, criminally active population.
Abstract
The program allows the Probation Department to augment resources for intensive supervision, identify the needs of chemically abusing probationers, and secure treatment and education resources for those persons. The program is expected to reduce subsequent drug abuse and criminal behavior of high risk probationers. The article provides a brief overview of the ASAPP program, its goals, and objectives. Eligibility criteria for the program include a primary presenting problem of drug abuse and a willingness to submit to drug testing as a condition of probation. Information on program planning, supervision, and sanctions is provided. Information is also provided on the underlying philosophy of the Mental Health Systems, Inc. program. 2 references
