A 1975 UNITED NATIONS (UN) MEETING ON CRIME PREVENTION AND THE TREATMENT OF OFFENDERS CONSIDERED CRIMINALITY, LEGISLATION, LAW ENFORCEMENT, POLICE, AND ECONOMIC AND SOCIAL CONSEQUENCES OF CRIME IN ASIA.
Abstract
PARTICIPANTS FROM ASIAN COUNTRIES FOCUSED ON CHANGES IN FORMS AND DIMENSIONS OF CRIMINALITY (NATIONAL AND TRANSNATIONAL) AND INTERNATIONAL LAW. IMPROVEMENTS IN CRIMINAL LEGISLATION, LAW ENFORCEMENT, JUDICIAL ADMINSTRATION, AND CORRECTIONAL SYSTEMS WERE EXPLORED, WITH REFERENCE TO CRIME PREVENTION AND TREATMENT OF OFFENDERS IN THE COMMUNITY. THE EMERGING ROLE OF THE POLICE AND OTHER LAW ENFORCEMENT AGENCIES WAS CONSIDERED, AS WELL AS CHANGING EXPECTATIONS AND MINIMUM PERFORMANCE STANDARDS. ATTENTION WAS PAID TO THE TREATMENT OF OFFENDERS IN CUSTODY, THE IMPLEMENTATION IN ASIA OF THE STANDARD MINIMUM RULES FOR THE TREATMENT OF PRISONERS AS ADOPTED BY THE UN, AND CHALLENGES FOR RESEARCH AND PLANNING IN VIEW OF CRIME'S ECONOMIC AND SOCIAL CONSEQUENCES. PARTICIPANTS HAD AN OPPORTUNITY TO VISIT THE UN ASIA AND FAR EAST INSTITUTE AND TO CONSIDER ITS ROLE IN CRIME PREVENTION. MEETING PARTICIPANTS AND RELEVANT DOCUMENTS ARE LISTED IN ANNEXES. (DEP)
