THIS REPORT WAS PREPARED IN RESPONSE TO A TECHNICAL ASSISTANCE REQUEST FROM THE SEMINOLE TRIBE OF FLORIDA TO ASSIST THE ASSESSMENT PROJECT WITH ORGANIZATIONAL, ADMINISTRATIVE, AND COORDINATION PROBLEMS.
Abstract
PROBLEMS WITH DELIVERY OF ADEQUATE POLICE SERVICES TO THE THREE FEDERAL SEMINOLE TRIBE RESERVATIONS HAVE CAUSED TRIBAL LEADERS TO SEEK ALTERNATIVE WAYS OF PROVIDING LAW ENFORCEMENT SERVICES. ONSITE VISITS WERE MADE BY ASSIGNED CONSULTANTS TO INTERVIEW THE PROJECT STAFF; TO ATTEND A COMMUNITY MEETING HELD TO DESCRIBE ALTERNATIVES TO THE PRESENT CRIMINAL JUSTICE SYSTEM; TO TOUR THE THREE RESERVATIONS TO OBSERVE THE LOCATIONS AND DISTANCES INVOLVED, THE RESIDENTIAL AREAS AND PUBLIC FACILITIES, AND COMMUNICATION TOWERS; AND TO INTERVIEW ONE OF THE CITIZEN PATROLMEN AND SELECTED COMMUNITY MEMBERS. A GENERAL RECOMMENDATION BASED ON THE FINDINGS SUGGESTS THAT THE SEMINOL TRIBE OF FLORIDA CONTINUE TO EXPLORE AND CONSIDER ALTERNATIVE ARRANGEMENTS FOR PROVIDING LAW ENFORCEMENT SERVICES, THAT THE TRIBE SELECT A LEVEL OF SERVICE IT FEELS IS DESIRABLE, AND THAT AN ARRANGEMENT AND ORGANIZATIONAL STRUCTURE AND RELATED SYSTEMS BE ESTABLISHED. APPENDIXES INCLUDE A TEXT OF PUBLIC LAW, COST ESTIMATES FOR ESTABLISHING BASIC POLICE SERVICES AT THE THREE SEMINOLE TRIBAL RESERVATIONS, AND THE DEVELOPMENT OF COMMUNICATIONS SYSTEM COST ESTIMATES.
