Recent reforms in California's asset forfeiture provisions provide the law enforcement community with a more powerful tool for divesting drug traffickers of the profits of their illegal enterprise.
Abstract
This manual provides information on the forfeiture process and the related State legislation. Property subject to forfeiture is described, and the steps required at seizure, including judicial and nonjudicial authorizations to seize, are outlined. Judicial and nonjudicial forfeiture actions are discussed, and monetary distributions and utilization of seized property are explained. Appendixes include additional information and sample forms (receipts, bills of sale, and judicial and nonjudicial forfeiture forms).
