Given that the previous work of the Council of Europe has been concerned with State victim compensation and the treatment of victims in the context of criminal law and procedure, the council's recommendation and commentary presented in this report focuses on victim assistance outside the framework of criminal procedures and on victimization prevention.
Abstract
The recommendation proposes that member States ascertain, by victimization surveys and other types of research, victims' needs and victimization rates to assist in the development of crime victim programs. It also suggests that victims and their families receive emergency help to meet immediate needs; continuing medical, psychological, social, and material help; advice to prevent further victimization; information on victims' rights; assistance during the criminal process; and help in obtaining effective reparation, insurance payments, and State compensation. The recommendation encourages voluntary aid and an increase in the contribution of general medical and social services. Other proposals are to support the establishment of national organizations which advance crime victims' interests, inform the general public about crime victim services, protect victim confidentiality, and promote crime-prevention education and specific crime prevention programs. The evaluation of programs and services is also recommended. This report comments on each recommendation and includes member State replies to a council questionnaire on State activities pertinent to the recommendation.
