THE NATIONAL CRIME PANEL MEASURES ARE USED FOR THE MAIN PART, AND PROBLEMS SPECIFIC TO ATLANTA ARE IDENTIFIED FROM THEM. CRIMES AFFECTING PERSONS ARE ANALYZED ACCORDING TO THE PERSONAL CHARACTERISTICS OF THE VICTIM, ACCORDING TO THE CHARACTERISTICS OF THE CRIMINAL EVENT, AND ACCORDING TO HOW THE EVENT AFFECTED THE VICTIM. CRIMES AGAINST HOUSEHOLDS (BURGLARY, LARCENY, AND AUTO THEFT) ARE ANALYZED ACCORDING TO THE PERSONAL CHARACTERISTICS OF THE HEAD OF HOUSEHOLD AS WELL AS ACCORDING TO CHARACTERISTICS OF THE CRIME ITSELF SUCH AS TIME OF OCCURRENCE.
