FINAL EVALUATION OF A PROJECT TO REDUCE CASE PROCESSING TIME AND INCREASE THE CONVICTION RATES FOR THE IMPACT CRIMES OF BURGLARY, ROBBERY, RAPE, AGGRAVATED ASSAULT, AND MURDER IN THE FULTON COUNTY (GA) SUPERIOR COURT.
Abstract
IT WAS HOPED THAT THE FINDINGS OF THIS STUDY WOULD RESULT IN REDUCTION OF COURT PROCESSING TIME FOR IMPACT DEFENDANTS FROM AN AVERAGE OF 88 DAYS TO AN AVERAGE OF 78 DAYS AND A FOUR PERCENT INCREASE IN IMPACT CONVICTIONS WITHIN 12 MONTHS OF PROJECT IMPLEMENTATION. COURT RECORDS WERE ANALYZED TO GATHER STATISTICS ON NUMBER OF DEFENDANTS, TOTAL COURT PROCESSING TIME, AND AVERAGE COURT PROCESSING TIME FOR SEPTEMBER 1973 THROUGH NOVEMBER 1974. THESE WERE COMPARED WITH STATISTICS FOR ALL CASES WHICH HAD BEEN OPEN IN JANUARY OR FEBRUARY 1975 FOR MORE THAN 90 DAYS. IT WAS FOUND THAT THE GOAL FOR DECREASING PROCESSING TIME HAD BEEN EXCEEDED WHILE THE GOAL FOR INCREASING THE CONVICTION RATE HAD NOT BEEN MET. A MONTH-BY-MONTH LISTING OF THE DISPOSITION OF ALL CASES OPEN AT THE END OF 90 DAYS IS APPENDED AS ARE STATISTICAL TABLES ON THE DISPOSITION OF IMPACT DEFENDANTS AND DISTRIBUTION OF COURT PROCESSING TIME FOR THE STUDY PERIOD.
