FINAL REPORT ON AN IMPACT CITIES PROGRAM TO PROVIDE EDUCATIONAL OPPORTUNITIES AND INSTRUCTION TO JUVENILE TARGET OFFENDERS AND POTENTIAL OFFENDERS AND TO REDUCE OFFENSES BY THE CLIENT GROUP.
Abstract
AN AUXILIARY GOAL WAS TO HAVE A CERTAIN PERCENTAGE OF ENROLLEES ATTAIN THEIR GENERAL EQUIVALENCY DEGREE. THE PROJECT ACHIEVED ITS GOAL OF HAVING A LOW (UNDER 50 PERCENT) INCIDENCE OF ENROLLEES COMMIT TARGET OFFENSES, BUT THERE WAS NOT WAY TO PREDICT HOW MANY OF THEM WOULD HAVE COMMITTED OFFENSES HAD THEY NOT BEEN ENROLLED. ANOTHER DIFFICULTY WITH THE EVALUATION OF THIS PROJECT IS THAT NO CONTROL GROUP WAS IDENTIFIED OR ESTABLISHED.
