DESCRIBES THE TEN PERCENT CASH BAIL PROJECT AND THE EFFECT IT HAS HAD ON NON-APPEARANCES IN ATLANTIC COUNTY COURTS SINCE ITS INSTITUTION IN 1972.
Abstract
MANY OF THE ABUSES OF THE FORMER CORPORATE SURETY BOND SYSTEMS HAVE BEEN ELIMINATED AS HAVE THE NEED FOR PROFESSIONAL BONDSMEN. THE ILLINOIS BAIL PROJECT IS REVIEWED BRIEFLY AND COMPARED TO THE ATLANTIC COUNTY PROJECT. COURT RECORDS FOR 1971 AND 1972 FOR FOUR ATLANTIC COUNTY COURTS SHOW THAT THERE WERE VIRTUALLY NO CHANGES IN THE NUMBER OF PERSONS JAILED, BAILED OR FOREITING. IT IS SHOWN ALSO THAT THE NON-APPEARANCE RATE FOR BOTH STATE RESIDENTS AND OUT OF STATE RESIDENTS WAS LOWERED SIGNIFICANTLY.
