DATA ON ALL CLIENTS SERVED DURING THE STUDY PERIOD AND THE DEGREE TO WHICH PROJECT OBJECTIVES WERE FULFILLED ARE REPORTED FOR A COMMUNITY-BASED RESIDENTIAL FACILITY FOR ADULT MALE OFFENDERS IN WISCONSIN.
Abstract
THE ATTIC IS AN 8-BED RESIDENTIAL FACILITY WHICH PROVIDES A COMMUNITY ALTERNATIVE TO INCARCERATION FOR ADULT MALE OFFENDERS. THE PROJECT AIMS TO REDUCE RECIDIVISM AND FACILITATE REINTEGRATION OF ITS CLIENTS INTO THE COMMUNITY BY PROVIDING SERVICES WITHIN A STRUCTURED, SUPPORTIVE ENVIRONMENT. PRIOR TO INTAKE, PROJECT STAFF DEVELOP AN ASSESSMENT/TREATMENT PLAN WHICH DESCRIBES CLIENT GOALS AND NEEDS IN THE FOLLOWING AREAS: VOCATIONAL, EDUCATIONAL, BASIC SKILLS, PHYSICAL, INTERPERSONAL, AND SUPPORT SYSTEMS. THE STAFF PROVIDES OR COORDINATES SERVICES TO ENABLE CLIENTS TO MEET THEIR GOALS. THE EVALUATION OF THE PROJECT, CONDUCTED BY THE WISCONSIN COUNCIL ON CRIMINAL JUSTICE, INVOLVED THE COLLECTION OF DATA ON ALL CLIENTS SERVED BY THE PROJECT FROM MARCH THROUGH OCTOBER 1978, A PORTION OF THE FIRST YEAR OF THE PROJECT'S OPERATION. WITHIN THE STUDY PERIOD, ATTIC SERVED 18 CLIENTS. THE DATA SHOW THAT MOST CLIENTS WERE YOUNG, WHITE MALES, NEVER MARRIED, AND WITH SOME HISTORY OF ALCOHOL ABUSE. MOST HAD AT LEAST ONE CONVICTION PRIOR TO THE OFFENSE WHICH LED TO THEIR INVOLVEMENT WITH ATTIC. ALL WERE ON PROBATION OR PAROLE AT THE TIME OF REFERRAL, AND 14 WERE REPORTED TO BE IN DANGER OR REVOCATION. THE MOST FREQUENT OFFENSE OF THE CLIENTS WAS BURGLARY. DATA ON THE RECIDIVISM OF CLIENTS COMPLETING THE PROGRAM HAVE NOT YET BEEN COLLECTED. IT WAS DETERMINED THAT THE PROJECT HAS REACHED ITS OBJECTIVES IN TERMS OF NUMBER OF CLIENTS SERVED WITHIN THE GIVEN TIME PERIOD AND THE KIND OF SERVICES PROVIDED. TABULAR DATA ON CLIENTS IS PROVIDED, AND BRIEF INFORMATION ON THE FUNDING HISTORY OF THE PROJECT IS GIVEN. (RCB)
