COMPARES 19TH CENTURY AND CURRENT IDEAS ON PENOLOGY, INCLUDING THOSE OF INMATES, AND FINDS THEM SUBSTANTANTIALLY THE SAME AND STILL UNIMPLEMENTED.
Abstract
CORRECTIONS CONFLICTING GOALS OF PUNISHMENT AND REHABILITATION ARE DISCUSSED. THE AUTHOR FINDS THE DEMANDS OF THE ATTICA INMATES TO BE WITHIN THE TRADITIONAL IDEAS ON PRISON REFORM. THE TREATMENT MODEL OF CORRECTIONS IS VIEWED AS AN IMPOSSIBILITY, SINCE REHABILITATION CANNOT BE FORCED. THE AUTHOR THINKS THAT THE ASSUMPTION OF POWER OVER INMATES FOR REHABILITATIVE PURPOSES CAN RESULT IN ABUSE OF HUMAN RIGHTS. HE STATES THAT PAROLE DISCRETION SHOULD BE REPLACED BY GRADUALLY TESTING INMATES THROUGH CONTROLLED FREEDOM METHODS, SUCH AS WORK RELEASE. TRADITIONAL BLOCKS TO PENAL REFORM, PUBLIC DISINTEREST AND HIGH COST, ARE ALSO DISCUSSED. RECENT COURT RULINGS CONCERNING CORRECTIONS ARE VIEWED AS VALUABLE LEVERS FOR CHANGE.
