THE PROPOSED PLAN FOR A LONG-TERM RESEARCH PROJECT ON ATTITUDES OF THE CANADIAN PUBLIC TOWARD SOCIAL POLICY FOR CRIMINAL JUSTICE IS REPORTED.
Abstract
THE RESEARCH GOAL IS TO DETERMINE THE ATTITUDES OF THE CANADIAN PEOPLE TOWARD CRIMINAL POLICY AND TOWARD CRIMINALITY SO THAT PUBLIC ADMINISTRATORS WILL HAVE A BASIS FOR RATIONAL DECISIONS. THE METHODOLOGY TO BE USED IN THE FUTURE PHASES OF THIS APPLIED RESEARCH PROJECT IS MODELLED ON A SIMILAR PROJECT CONDUCTED BY THE FRENCH DEPARTMENT OF JUSTICE. THE 5-YEAR PROJECT MODEL (1977 TO 1981) FOCUSING ON A SERIES OF INTERRELATED ELEMENTS PERMITS MEASUREMENT OF OPINION INTENSITY, SEQUENTIAL MONITORING, RECASTING OF QUESTIONNAIRES, TELEPHONE FOLLOWUP, AND REORIENTATION OF RESEARCH TOWARD PERTINENT THEMES REVEALED IN THE SURVEY. THE MODEL IS INTENDED TO FURNISH DATA ON THE DEVELOPMENT OF ATTITUDES TOWARDS VARIOUS ASPECTS OF CRIMINAL POLICY, IDENTIFY THE PUBLIC'S REACTION TO CRISIS SITUATIONS, TO EVALUATE THE EFFICIENCY OF GOVERNMENTAL MEASURES IN REDUCING FEAR OF CRIME, ESTABLISH A BASIS FOR INFORMATION AND EDUCATION PROGRAMS IN THE FIGHT AGAINST CRIME, DISCOVER THE NEEDS OF THE PUBLIC IN THE FIELD OF CRIMINAL JUSTICE, AND DELINEATE AREAS IN WHICH NEW LEGISLATION IS REQUIRED. DATA WILL DERIVE FROM STRUCTURED INTERVIEWS ON MAJOR THEMES AND FROM THREE NATIONAL POLLS COVERING A GENERAL SAMPLING OF THE CANADIAN POPULATION AND OF VARIOUS SUBGROUPS. IT IS STRESSED THAT THIS TYPE OF RESEARCH IS DEMANDING AND COSTLY, BUT THAT ITS POTENTIAL USEFULNESS MAKES THE EFFORT WORTHWHILE. --IN FRENCH (INL)
