Participants debate the recommendations made in the task force's phase II report. Topics covered include funding for State and local law enforcement programs, resources for State and local prosecutor training programs, funding for successful juvenile justice programs and for the FBI, and others.
Participants agree that grant awards for implementing law enforcement demonstration programs should be limited to a reasonable time period and not 'strictly' limited. They agree that resources should be allocated to allow State and local prosecutors to participate in training programs and to establish specialized training programs for these prosecutors. These training programs can be Federal or non-Federal. Federal assistance to prosecutors can be based on the precedent set by the FBI which spends millions of Federal dollars in training local and State police officers. Participants also agree that juvenile justice programs should be considered for funds along with all other programs and not have to 'compete' for funds, since this concept diminishes such programs. Additional resources for the FBI to computerize its fingerprint files is suggested as is a study into the utility of establishing a period of national military service for all youth. Other recommendations debated involve the habeas corpus sections of the Federal Code, and abolishment of the insanity defense. Proceedings of a press conference on these and other issues is included.
