This guide instructs law enforcement officers in techniques and procedures for conducting an air smuggling investigation.
Abstract
The outline of a suspect pilot's profile lists those pilot behaviors and circumstances likely to be associated with an air smuggling operation. A discussion of relevant criminal laws and seizure statutes focuses on aviation-related smuggling law, an aviation-related seizure statute, and pertinent criminal violations. Federal aviation regulations are reviewed in another section. A description of the aircraft number system covers the United States aircraft numbering system, aircraft nationality marks, and a special aircraft identification number. Another section describes types of Federal Aviation Administration pilot medical certificates. A section on aircraft data plates notes the location of the plates and discusses the identification of aircraft and related products. A section lists the addresses, phone numbers, and technical assistance provided by various aviation-related resource agencies throughout the Nation. Other information pertains to attempts to conceal aircraft ownership in the crossing of an international border and the application for a duplicate aircraft registration certificate.
