THE FUNCITONS, AUTHORITY, AND RESPONSIBILITIES OF THE BALTIMORE POLICE DEPARTMENT IN ESTABLISHING AND OPERATING A COURT-SANCTIONED PREINTAKE ADJUSTMENT PROGRAM FOR JUVENILE OFFENDERS ARE DESCRIBED.
Abstract
THIS DIVERSION PROGRAM HAS SIX GOALS. THEY INCLUDE PROVIDING CHILD REHABILITATIVE COUNSELING AND COMMUNITY REFERRAL WHERE APPROPRIATE, INTERCEPTING IN THE FAMILY BEFORE THE COMMISSION OF VIOLENT ACTS, CHANNELING ADOLESCENT ENERGY INTO SOCIALLY ACCEPTABLE ACTIVITIES, AND STIMULATING AWARENESS OF COMMUNITY RESPONSIBILITY TO PROVIDE MEANINGFUL DEVELOPMENTAL ACTIVITIES FOR CHILDREN. ALSO INCLUDED ARE THE GOALS TO PROVIDE A SATISFACTORY RESPONSE TO VICTIMS AND COMPLAINANTS OF CHILD MISBEHAVIOR AND TO ALLOW FOCUS OF MORE SOPHISTICATED AND FORMAL SERVICES UPON MORE SERIOUS OFFENDERS. SEVERAL DISCRETIONARY ALTERNATIVES TO REFERRAL ARE AVAILABLE TO A JUVENILE INTAKE OFFICER, SUCH AS WARNING AND RELEASE, LIMITED COUNSELING, DIVERSION TO APPROVED COMMUNITY SERVICE, AND REFERRAL TO APPROVED COMMUNITY SERVICE WORK PROGRAM. ELIGIBILITY CRITERIA FOR THE INTAKE PROGRAM ARE COMMISSION OF 1 OR MORE OF THE 34 OFFENSES LISTED IN ANNEX B--LIST OF ELIGIBLE OFFENSES. THE RESPONSIBILITIES OF THE APPREHENDING OFFICER, THE YOUTH SERVICES OFFICER BOTH IN THE DISTRICT OF APPREHENSION AND THE DISTRICT OF RESIDENCE ARE DETAILED IN THIS REPORT. A DESCRIPTION OF PROGRAM ADMINISTRATION INCLUDES DELINEATION OF LINE SUPERVISORY AND STAFF SUPERVISORY RESPONSIBILITIES. STAFF SUPPORT AND LOGISTICS ARE ALSO SPELLED OUT. ANNEXES TO THE REPORT INCLUDE SELECTION CRITERIA FOR THE YOUTH SERVICES OFFICER, FLOW OF REPORTS AND FORMS, INCLUDING SAMPLE REPORTS AND FORMS OF THE CHILD CONTACT HISTORY, JUVENILE CUSTODY REPORT, PROGRAM FACT SHEET/RIGHTS AND WAIVER FORM, AND TRACKING REPORT.
