THE BALTIMORE POLICE DEPARTMENT PRESENTS ITS 1977 ANNUAL REPORT WITH INDICATIONS OF A SLIGHT IMPROVEMENT IN CRIME STATISTICS.
Abstract
WITH THE AID OF GRAPHS, TABLES, PICTURES, AND AN ORGANIZATIONAL CHART, THE POLICE DEPARTMENT IS DESCRIBED AS TO STAFF DIVISIONS, ADMINISTRATIVE BUREAU, OPERATIONS BUREAU, AND SERVICES BUREAU. THE STAFF DIVISIONS COVER INSPECTIONAL SERVICES, PLANNING AND RESEARCH, PUBLIC INFORMATION, AND LEGAL MATTERS. THE ADMINISTRATIVE BUREAU INCLUDES THE PERSONNEL AND FISCAL DIVISIONS, EDUCATION AND TRAINING, AND INTERNAL INVESTIGATION. IN THE SECTION ON THE OPERATIONS BUREAU, WHICH COVERS TRAFFIC, COMMUNITY SERVICES, PATROL, AND CRIMINAL INVESTIGATION, POLICE HELICOPTER ACTIVITY IS DESCRIBED. HELICOPTER FLIGHT TIME AND CALLS FOR SERVICE DECREASED, AND HELICOPTER ARRESTS INCREASED IN 1977. THE SERVICES BUREAU INCLUDES LABORATORY, CENTRAL RECORDS, COMMUNICATIONS, AND PROPERTY DIVISIONS. TOTAL DEPARTMENTAL STRENGTH IS 3,719 INCLUDING 545 CIVILIANS. CRIME STATISTICS, WHICH HAVE GENERALLY DECREASED SINCE 1970, SHOWED A 0.4 PERCENT DECREASE IN INDEX CRIMES FOR 1977 AS COMPARED WITH 1976. BALTIMORE CITY HAS APPROXIMATELY ONE FIFTH OF THE STATE'S POPULATION AND IN 1977 WAS RESPONSIBLE FOR 28.5 PERCENT OF THE TOTAL INDEX CRIMES, 49.7 PERCENT OF VIOLENT INDEX CRIMES, AND 25.6 OF PERCENT OF PROPERTY INDEX CRIMES. HIGHLIGHTS OF DEPARTMENT CHANGES FOR 1977 INCLUDED THE ADDITION OF SPEEDGUN RADAR UNITS, INSTALLATION OF AN IBM COMPUTER SYSTEM, THE TELEVISION PRESENTATION OF UNSOLVED CASES REQUESTING INFORMATION FROM THE PUBLIC, AND ACTIVATION OF A CRIME RESISTANCE MOBILE INSTRUCTIONAL VAN.
