Intended for use in training California law enforcement personnel, this document presents an outline for California law enforcement trainers and criminal justice educators who are delivering performance-based law-enforcement training on the concepts, issues, and procedures related to vehicle pullovers.
Abstract
The curriculum outline notes that conducting vehicle pullovers is one of the most frequent duties of a patrol officer and that pullovers involve hazards due to other traffic and aggressive actions by the suspect, or bystander. It emphasizes the need to use effective safety techniques in every pullover. Additional sections detail the types of pullovers and the steps involved in preplanning of the pullover, initiating the pullover, stopping and approaching the vehicle, and contacting the occupants of the vehicle. Guidelines are also given for high-risk vehicle pullovers, pullovers of unconventional vehicles, and physical searches of vehicles. Discussion of traffic stop problems and 1 reference
