Intended for use in training California law enforcement personnel, this document presents an outline for California law enforcement trainers and criminal justice educators who are delivering performance-based law-enforcement training on the procedures police personnel should use in an incident involving hazardous materials.
Abstract
The curriculum aims to provide students who are likely to be first responder with an improved capability of responding safely and competently to hazardous materials events within the typical resource and capability limitations. The curriculum defines hazardous materials and hazardous materials incidents, the responsibilities of a police officer at a hazardous materials incident, considerations regarding the assumption of initial command at the scene of a possible hazardous materials incident, and the awareness and operations levels of first responders. Additional sections focus on the considerations involved in responding to hazardous materials incidents; the legal aspects of hazardous materials; the dangers of hazardous materials; safety, isolation, and notification; recognition and identification of hazardous materials; and the preliminary investigation of hazardous materials incidents and environmental crimes. Appended list of selected California environmental criminal laws, list of acronyms, and 5 references
