This is the primary study guide and reference source for the Basic Training Program in Radar Speed Measurement used by the Illinois Division of State Troopers.
Abstract
The stated purpose of the overall course is to improve the effectiveness of speed enforcement through the proper and efficient use of radar speed-measurement instruments. Officers who complete the course will be able to describe the Doppler radar principle, define the terminology of radar operation, set up the procedure for the normal operation of the radar equipment, switch operation for "moving" and "stationary" modes, specify the operational limitations of moving radar, and complete 20 practical performance tests. After outlining course objectives, the manual describes the types of speed measuring devices, reviews the history of radar, and discusses the basic radar operation goal which is to certify all officers in the operation of the moving and hand-held radar units. Other topics discussed are circuitry verification, errors that may be encountered in moving radar, the K-55 moving radar instrument, radar court testimony, and three court cases that bear on the legal parameters for radar use and radar evidence. A glossary of radar terms is included.
