A NETHERLANDS CORRECTIONAL OFFICIAL ANALYZES THE THEORETICAL BASIS OF THE 1955 UNITED NATIONS MINIMUM RULES FOR THE TREATMENT OF OFFENDERS AND THEIR IMPLICATIONS FOR WESTERN CORRECTIONAL SYSTEMS.
Abstract
IN 1973 THE COMMITTEE OF MINISTERS OF THE COUNCIL OF EUROPE AGREED ON A REVISED VERSION OF THE RULES. ACCORDING TO THE RULES THE FUNDAMENTAL PRINCIPLE OF OFFENDER TREATMENT IS RESPECT FOR HUMAN DIGNITY. THE DISCUSSION CENTERS ON THE PROBLEM DEFINING AN IMAGE OF MAN AS A POINT OF DEPARTURE IN INTERPRETING AND COMPLYING WITH THE RULES.
