PAPER DESIGNED TO PROVIDE A SYSTEM FOR DETERMING WHICH POSITIONS IN THE LAW ENFORCEMENT/CRIMINAL JUSTICE (LE-CJ) SYSTEM NEED MANPOWER DEVELOPMENT AND TO DETERMINE MEANS AND PRIORITIES FOR DELIVERING MANPOWER DEVELOPMENT.
Abstract
DISCUSSED ARE THE GOALS AND OBJECTIVES OF MANPOWER DEVELOPMENT PROGRAMMING, THE METHODOLOGY OF SUCH PLANNING, AND THE DIFFERENT TYPES OF MANPOWER DEVELOPMENT DELIVERY SYSTEMS. THE INGREDIENTS OF THE ANALYSIS ARE PRESENTED IN THE APPENDIXES. THEY ARE A LIST OF LE/CJ OBJECTIVES AND FUNCTIONS AS PRESENTED IN APPENDIX 1, AND A LIST OF LE/CJ POSITIONS AS PRESENTED IN APPENDIX 2. THE SKILLS AND KNOWLEDGES REQUIRED BY POSITIONS ARE PRESENTED FOR EIGHT POSITIONS IN APPENDIX 3. THEY ARE PRESENTED TOGETHER WITH THE OBJECTIVES AND FUNCTIONS RELEVANT TO EACH POSITION. APPENDIX 4 ALSO ASSIGNS EACH POSITION TO ONE OF SIX PERSONNEL CATEGORIES DISCUSSED IN THE TEXT AND SUGGESTS INSTRUCTIONAL DELIVERY SYSTEMS AND TYPES AS ALSO DISCUSSED IN THE TEST. APPENDIX 4 PRESENTS PRIORITIES FOR ALL OF THE POSITIONS BASED ON FOUR CRITERIA, NAMELY FUNCTIONAL COMPLEXITY OF POSITIONS, FREQUENCY WITH WHICH THE POSITION APPEARS IN THE LE/CJ SYSTEM, THE RELATIVE AVAILABILITY OF PERSONS QUALIFIED FOR THE POSITIONS, AND THE RELATIVE CRITICALITY OF EACH POSITION TO THE GOAL OF REDUCING STREET CRIME AND BURGLARY.
