DESCRIPTION OF BEHAVIOR MODIFICATION TECHNIQUES USED IN ADULT CORRECTIONAL INSTITUTIONS CONCENTRATING ON THE START (SPECIAL TREATMENT AND REHABILITATIVE TRAINING) PROGRAM AT THE MEDICAL CENTER FOR FEDERAL PRISONERS.
Abstract
THE START PROGRAM WAS DEVELOPED TO PROVIDE FOR THE CARE, CONTROL, AND CORRECTION OF THE LONG-TERM ADULT OFFENDER IN A SETTING SEPARATED FROM THE TOTAL INSTITUTION, AND TO ENABLE THOSE OFFENDERS TO BE REINTEGRATED INTO A GENERAL PRISON POPULATION FUNCTIONING AT AN OPTIMAL LEVEL OF PERFORMANCE AND ACHIEVEMENT. IT WAS DESIGNED TO PROVIDE AN ALTERNATIVE TO LONG-TERM SEGREGATION, INCREASE THE LEVEL OF ADAPTIVE PARTICIPATION, AND INFLUENCE IN A POSITIVE MANNER THE DEVELOPMENT OF INTERPERSONAL RELATIONS. OF THE 19 PARTICIPANT ADMISSIONS INTO THE START PROGRAM, TEN SUCCESSFULLY COMPLETED THE PROGRAM. THE 50 PERCENT SUCCESS RATE IS CONSIDERED EXCEPTIONAL IN THE RESPECT THAT ALMOST EVERY OTHER TRADITIONAL CORRECTIONAL TECHNIQUE USED WITH THIS TYPE OF INMATE POPULATION HAD FAILED.
