AN ASSESSMENT OF THIS PROJECT WHICH PROVIDES REFERRALS, COUNSELING, FOSTER PLACEMENT SERVICES, SCHOOL COUNSELING AND A GROUP HOME PROGRAM FOR JUVENILES IN THE BERKELEY AREA.
Abstract
A PROGRAM DESCRIPTION, INCLUDING INFORMATION ON REFERRAL SOURCES, ELIGIBILITY CRITERIA, THE INTAKE CENTER, SERVICE DELIVERY, THE COUNSELING CENTER, FOSTER PLACEMENT PROGRAM, GROUP HOMES, AND SCHOOL COUNSELING PROGRAM IS PROVIDED. THE PROGRAM ORGANIZATION IS ALSO DESCRIBED. AMONG THE ORGANIZATIONAL ASPECTS DISCUSSED ARE THE PROGRAM ADMINISTRATORS, PERSONNEL, STAFF TRAINING, AND TECHNICAL AND FISCAL AFFAIRS. INFORMATION ON PROGRAM PERFORMANCE AND ON AN EVALUATION OF THE ADMINISTRATIVE AND STAFF STRUCTURE IS INCLUDED AS WELL. THE FINDINGS OF THIS FIVE-MONTH INTERIM EVALUATION INDICATE THAT BYA IS PROVIDING DIRECT SERVICES TO YOUTHS IN THE BERKELEY AREA. WHILE THE PROGRAM HAS HAD DIFFICULTY IN SERVING BLACK YOUTHS, IT WAS FOUND THAT AN ATTEMPT WAS BEING MADE TO REDIRECT ITS SERVICES TO THIS RACIAL GROUP. IT IS ALSO CONCLUDED THAT THE PROGRAM HAS HAD DIFFICULTY IN EXPANDING THE NUMBER OF REFERRALS FROM THE BERKELEY POLICE DEPARTMENT AND THE ALAMEDA COUNTY PROBATION DEPARTMENT, BUT THAT THIS SITUATION IS EXPECTED TO IMPROVE. SEVERAL RECOMMENDATIONS ARE INCLUDED.
