This manual delineates standard operating procedures for an emergency evacuation of Michigan's Berlin-Farro hazardous waste site area, as well as other emergency disaster relief services for the area.
Abstract
The procedures assign functions and responsibilities to State agencies and local government, provide coordination for State and local emergency operations, and organize resources. Sites of and personnel for a State Emergency Command Center and State and Local Emergency Operations Centers are delineated. General tasks to be undertaken by the State government are listed, as are specific tasks for the Departments of State Police, Natural Resources, Public Health, Agriculture, Mental Health, Social Services, Transportation, and Attorney General, and by the Toxic Substance Control Commission. Local government responsibilities indicated include precautionary evacuation, registration and provision of temporary shelter, cordoning off the emergency area, surveillance, provision of household services, and emergency medical services. Procedures establishing a joint public information center are also described, as are reentry and communications procedures. Additional information is appended.
