REPORT ON A TECHNICAL ASSISTANCE STUDY REVIEWING THE OPERATIONS AND PROCEDURES FOR THE FOUR PERSON POLICE FORCE SERVING THE 3300 PEOPLE OF BERWICK (ME) AND MAKING RECOMMENDATIONS FOR IMPROVEMENT.
Abstract
ANALYSES WERE BASED ON OBSERVATION OF OPERATING PROCEDURES, REVIEW OF WORK DOCUMENTS AND REPORT FORMS, EXAMINATION OF STATISTICAL DATA AND REPORTS, AND INTERVIEWS WITH DEPARTMENT PERSONNEL INCLUDING THE CHIEF OF POLICE AND PART TIME CIVILIAN DISPATCHER. DATA COLLECTED AND REVIEWED BY THE CONSULTANT INCLUDED THE DEPARTMENT'S SALARY SCHEDULE, INDEX CRIMES AND WORKLOAD FACTORS FOR THE FIRST SIX MONTHS OF 1976, AND FORMS USED BY THE DEPARTMENT. FINDINGS INDICATE THAT THE CURRENT LEVEL OF POLICE MANPOWER IS INSUFFICIENT TO PROVIDE ADEQUATE SERVICE, TRAINING AND SALARY ARE DEFICIENT, AND THAT, ALTHOUGH THE BASIC RECORD KEEPING FUNCTION IS SOUND, IMPROVEMENTS CAN BE MADE. RECOMMENDATIONS INCLUDE INCREASING DEPARTMENT SIZE AND SALARIES, ACQUIRING IACP (INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE) TRAINING KEYS AND SIGHT/SOUND PROGRAMS FOR TRAINING PURPOSES, AND MODIFYING REPORT FORMS AND RECORDS PROCEDURES AS DETAILED IN THE REPORT.
