This article reports on the completion of the 118th International Training Course on Best Practice in the Institutional and Community-Based Treatment of Juvenile Offender, held in Tokyo, Japan, in 2001.
Abstract
This article reports on a international training course where 10 Japanese and 15 overseas participants: 9 from Asia, 2 from Oceania, 2 from Latin and South America, 1 from the Middle East, and 1 from Africa. The group included police, public prosecutors, judges and other public officials. The training course which lasted for 8 weeks examined measures to strengthen and improve practices in the institutional and community-based treatment of juvenile offenders through analyzing and comparing current juvenile delinquency problems and situations, juvenile correctional practice, and the treatment of juvenile delinquents in the community. It was found that integrated approaches are required between all agencies involved with treating juvenile delinquents. The article identifies best practices for practical and effective solutions that address emerging management and treatment problems of juvenile delinquents in the international context.
