Abstract
THE GENERAL ACCOUNTING OFFICE NOTED THAT REHABILITATION LEAVES OF ABSENCE WERE GRANTED TO PERSONS INELIGIBLE FOR SUCH LEAVE OR, IF ELIGIBLE, WERE GRANTED FOR EXCESSIVE PERIODS. ALSO, THERE WAS NO SYSTEM FOR FINDING OUT WHAT INMATES WERE DOING WHILE ON LEAVE OR WHETHER THE LEAVES WERE ASSISTING IN REHABILIATION. FURTHERMORE, THERE WERE NO UNIFORM PROCEDURES REGARDING SEARCHES FOR CONTRABAND, TESTS FOR USE OF NARCOTICS, AND PRECAUTIONS AGAINST SECURITY VIOLATIONS BY VISITORS TO PRISONERS. (AUTHOR ABSTRACT)
