Abstract
THE REPORT PRESENTS THE LEGAL PRECEDENTS BEHIND INDIGENT CRIMINAL SERVICES AND DISCUSSES THE COORDINATED-ASSIGNED COUNSEL (CAC) SYSTEM, A DEFENDER SYSTEM, AND A MIXED DEFENDER - CAC SYSTEM AS POSSIBLE SOLUTIONS TAKING INTO ACCOUNT THEIR COST-EFFECTIVENESS AND QUALITY. PROTOTYPE BUDGETS FOR EACH OF THE ALTERNATIVE SYSTEMS ARE GIVEN ALONG WITH PRESENT AND PROJECTED CASELOAD REQUIREMENTS. RECOMMENDATIONS INCLUDE THAT THE MIXED DEFENSE SYSTEM BE DEVELOPED ALONG WITH GUIDELINES FOR THE ADMINISTRATION OF SUCH A SYSTEM.
