The jury selection process in Dade County, Florida has recently come under attack for possible racial discrimination.
Abstract
Many other jurisdictions have found that their lists of potential jurors and actual juries do not represent the racial composition of the community. These jurisdictions are having to seek ways to supplement their lists of potential jurors. This research note examines Dade County's method of jury selection for bias against blacks. We conclude that there is not a bias against blacks in the aggregate statistics. Rather, we uncover a substantial overrepresentation of blacks both on voter registration lists and on jury panels.
