THIS 1978 REPORT DISCUSSES HOUSING ASSIGNMENT AT KENTUCKY STATE REFORMATORY, INSTITUTIONAL ASSIGNMENT AT TIME OF PAROLE DEFERMENTS, ESCAPEES'S APPREHENSIONS, CRIMINAL BEHAVIOR WHILE AT LARGE AND POPULATION MOVEMENT.
Abstract
THE GREATEST PORTION OF BLACKBURN CORRECTIONAL COMPLEX'S ESCAPEES WERE RECEIVED FROM THE KENTUCKY STATE REFORMATORY (KSR). THE ESCAPE RATE WAS 81.1 PERCENT. IN EXAMINING WHETHER THE TRANSFERS FROM KSR WERE MADE FROM THE RECEPTION (ADMISSIONS AND ORIENTATION) UNIT OR FROM UNITS HOUSING THE MAIN PRISON POPULATION, IT IS ASSUMED THAT THOSE INMATES TRANSFERRED FROM THE MAIN PRISON POPULATION WOULD APPRECIATE THE PRIVILEGES ACCOMPANYING THE MINIMUM SECURITY AT BLACKBURN. THIS REPORT BREAKS DOWN THE KSR ESCAPEE PERCENTAGE AND SHOWS THAT THE LARGEST GROUP CAME FROM THE RECEPTION UNIT. MOREOVER, PAROLE DEFERMENTS WERE RECEIVED BY 31.9 PERCENT OF THE ESCAPEES WITHIN 6 MONTHS OF THEIR ESCAPE. BLACKBURN HAD THE HIGHEST PERCENTAGE OF ESCAPEES WHO RECEIVED DEFERMENT OF ALL THE CORRECTIONAL FACILITIES COMBINED. A TOTAL OF 50.7 PERCENT OF THE ESCAPEES WERE NOT APPREHENDED NEAR THEIR HOME, WHILE 13.8 PERCENT WERE STILL AT LARGE. HOWEVER, THOSE NOT APPREHENDED NEAR HOME INCLUDE PRISONERS APPREHENDED BEFORE REACHING HOME AND THOSE WHO TURNED THEMSELVES IN IMMEDIATELY AFTER ESCAPING. ONLY 10.9 PERCENT COMMITTED A CRIME WHILE AT LARGE; MOST CRIMES INVOLVED CHECK FRAUD OR AUTO THEFT. BLACKBURN EXPERIENCED A RAPID TURNOVER IN POPULATION FOLLOWING THE POLSGROVE DECISION, WHICH MAY HAVE LED TO INSTABILITY IN THE INSTITUION. TABLES AND A GRAPH ARE INCLUDED. (JLF)
