This article discusses the steps necessary for new facility acquisition and assessment of the agency’s need for a new facility.
Abstract
This article draws from both police and architect perspectives concerning the processes that need to occur before a new police facility is acquired by a jurisdiction. Specifically, the authors recommend that agencies considering a new facility should conduct a self assessment of the agency’s needs and goals. Additionally, the chief of the agency considering the acquisition may wish to consult with chiefs and personnel of other agencies who have gone through facility acquisitions. Preliminary discussions with architects and investigation of the availability of political consensus regarding the agency’s need is required. A detailed, pre-design space needs assessment is recommended. A discussion of funding and a list of funding sources including Federal grants, State grants, development impact fees, confiscated funds/property, voter tax elections, law enforcement trust funds, community redevelopment grants, franchise fees, developer set-asides, and private finance and capital improvement programs is provided.
