DETAILED PLAN FOR ESTABLISHING AND OPERATING A CENTRAL IDENTIFICATION, INVESTIGATION AND BOOKING FACILITY IN THE QUEENS COUNTY (NY) CRIMINAL COURT BUILDING.
Abstract
THE CENTRALIZED BOOKING PLAN IS PROPOSED AS A MEANS TO ACHIEVE TWO OBJECTIVES, THE FIRST BEING TO GUARANTEE AN ARRESTEE'S STATUTORY RIGHT TO PROMPT ARRAIGNMENT AND SPEEDY DISPOSITION. THE SECOND MAJOR OBJECTIVE IS TO REDUCE THE HIGH LOSSES IN POLICE MONEY AND MANPOWER UTILIZATION INCURRED THROUGH THE EXISTING PROCEDURE OF SHUTTLING ARRESTEES BETWEEN POINTS OF ARREST, STATION HOUSES, POLICE HEADQUARTERS, AND THE CRIMINAL COURT BUILDING. THE CENTRAL FACILITY WILL ALLOW THE USE IN PATROL WORK OF POLICE PERSONNEL NOW ASSIGNED TO MANY POST-ARREST CUSTODY FUNCTIONS. IT WILL ALSO PROVIDE FOR SUCH SERVICES AS CONTINUOUS, ON-THE-SPOT AVAILABILITY OF DEFENSE COUNSEL, A SINGLE INSTALLATION TO RECORD A SOUND AND VIDEO TAPE OF ALL POLICE INTERROGATIONS, CONTINUOUS HANDLING OF COMPLAINTS BY AN ASSISTANT DISTRICT ATTORNEY, AND THE USE OF SPECIALIST, DETECTIVE FOR INTERROGATION. AN ADJUNCTIVE PLAN CALLS FOR EXTENSION OF THE CRIMINAL COURT'S ARRAIGNMENT SESSIONS INTO THE EVENING HOURS.
