THE ANNUAL REPORT FOR FISCAL YEAR 1978-79 PRESENTED FOR THE OREGON BOARD ON POLICE STANDARDS AND TRAINING.
Abstract
THE OREGON BOARD ON POLICE STANDARDS AND TRAINING WAS ESTABLISHED IN 1961 TO ENSURE THE CONTINUED UPGRADING OF POLICE TRAINING AND PERFORMANCE THROUGHOUT THE STATE. THE GENERAL ADMINISTRATIVE FUNCTIONS OF THE BOARD INVOLVE PERSONNEL ADMINISTRATION, PREPARATION OF PERSONNEL ACTION FORMS, MAINTENANCE OF PERSONNEL FILES, AND ESTABLISHMENT OF INTERVIEW AND INITIAL SCREENING OF APPLICANTS FOR ALL AGENCY POSITIONS. BUDGET PLANNING AND FISCAL CONTROL ARE ALSO DONE IN THIS OFFICE. THE STANDARDS AND CERTIFICATION SECTION OF THE BOARD MAINTAINS EMPLOYMENT AND TRAINING RECORDS FOR ALL FULL-TIME SWORN OFFICERS EMPLOYED IN MOST LAW ENFORCEMENT AGENCIES IN THE STATE. THIS SECTION ALSO GRANTS CERTIFICATION WHEN AN OFFICER MEETS MINIMUM STANDARDS FOR EMPLOYMENT AND TRAINING ESTABLISHED BY THE BOARD. AS OF JUNE 30, 1979, 3,630 POLICE OFFICERS HELD CURRENT CERTIFICATION. THE RESEARCH AND MANAGEMENT SERVICES SECTION NOT ONLY SERVES THE BOARD BUT PROVIDES MANAGERIAL ASSISTANCE TO LAW ENFORCEMENT AGENCIES THROUGHOUT THE STATE. THIS SECTION CONDUCTS AN ANNUAL BUDGET AND PERSONNEL STUDY OF ALL LAW ENFORCEMENT AGENCIES IN THE STATE. THE OREGON POLICE ACADEMY, WHICH PROVIDES TRAINING FOR RECRUITS AND OFFICERS THROUGHOUT OREGON, IS UNDER THE BOARD. THE 1979 CURRICULUM HAS INCREASED EMPHASIS ON FIELD LABORATORY TEACHING. THE SPECIALIZED AND REGIONAL TRAINING SECTION PROVIDES ADVANCED, SPECIALIZED, AND REFRESHER TRAINING FOR CRIMINAL JUSTICE PERSONNEL. COURSES PRESENTED REGIONALLY IN THE PAST YEAR ADDRESSED A VARIETY OF TOPICS AND ATTRACTED AN ATTENDANCE OF 2,216. TABULAR DATA ARE PROVIDED ON THE OPERATIONS OF EACH OF THE BOARD'S SECTIONS. (RCB)
