PROCEDURES TO BE USED IN SEARCHING FOR A BOMB ARE DETAILED IN A SLIDE AND CASSETTE PROGRAM WHICH IS INTENDED FOR USE BY SECURITY MANAGERS IN TRAINING THEIR STAFF TO DEAL WITH BOMB THREATS.
Abstract
BOMB THREATS ARE MADE NOT ONLY BY TERRORISTS, BUT ALSO BY CRIMINALS, PSYCHOTICS, AND CHILDREN. OF THESE THREATS, 99 PERCENT ARE FALSE ALARMS, BUT SECURITY EXPERTS NEVER KNOW WHEN THE THREAT MAY BE REAL. BOMB SEARCH PROCEDURES MUST BE A PART OF THE TRAINING OF SECURITY OFFICERS. THE IDEAL BOMB SEARCH TEAM CONSISTS OF FOUR 2-PERSON TEAMS, WITH EACH GROUP ASSIGNED TO SEARCH A PORTION OF THE FACILITY, FOR EXAMPLE, THE EXTERIOR AND ROOF, PUBLIC AREAS INSIDE THE BUILDING, THE LOWER LEVEL AND GARAGE, AND ALL INTERIOR ROOMS. THERE SHOULD ALSO BE A COMMAND CENTER TO COORDINATE THE SEARCH AND EVACUATION. THE BOMB CAN BE IN MANY DIFFERENT FORMS -- A LETTER BOMB, PIPE BOMB, DYNAMITE, AN UNACCOUNTED FOR BOX OR CONTAINER, OR AN INCENDIARY DEVICE SUCH AS A MOLOTOV COCKTAIL. THE EXTERIOR SEARCH SHOULD INCLUDE A THOROUGH INSPECTION OF ALL OBVIOUS PLACES, SUCH AS FLOWER BOXES, GARBAGE CONTAINERS, AND SUSPICIOUS CARS PARKED IN THE AREA. INTERIOR SEARCHES MUST INCLUDE STAIRWELLS, AIR CONDTIONERS, HEATING DUCTS, REST ROOMS, GARBAGE CANS, TELEPHONE BOOTHS, AND ELEVATORS. WHEN THE PERSONNEL ARE EVACUATED, THEY SHOULD BE INSTRUCTED TO TAKE ALL OF THEIR PERSONAL BELONGINGS TO MAKE THE SEARCH EASIER. THE WINDOWS AND DOORS IN THE BUILDING SHOULD BE OPENED TO REDUCE THE AMOUNT OF DAMAGE IN THE EVENT OF AN EXPLOSION. SPECIAL HINTS AND INSTRUCTIONS FOR SEARCHING ALL AREAS ARE INCLUDED. SEARCH CARDS ARE MADE AND TURNED IN AFTER EACH AREA IS SEARCHED. THIS WILL ALLOW THE COMMAND CENTER TO KEEP A GOOD RECORD OF THE PROGRESS OF THE SEARCH. AFTER THE BOMB IS FOUND, THE SEARCH TEAM IS INSTRUCTED NOT TO TOUCH IT. THEY ARE TO WAIT UNTIL THE POLICE BOMB SQUAD ARRIVES. THE SEARCH TEAM SHOULD REENTER AND COMPLETE THE SEARCH EVEN AFTER THE BOMB IS FOUND, JUST TO MAKE SURE THAT THERE ARE NO MORE. A CLASS LEADER'S GUIDE IS INCLUDED IN THIS PROGRAM, PROVIDING TRAINING AND SEARCH TECHNIQUES, A SAMPLE SEARCH CARD, AND INSTRUCTIONS ON HOW TO CONDUCT THE TRAINING PROGRAM. (BAC)
