PROCEDURES AND GUIDELINES FOR TRAINING MILITARY PERSONNEL WHO MAY BE CALLED UPON TO PLAN FOR OR RESPOND TO A BOMB THREAT IS PRESENTED.
Abstract
THIS IS A TRAINING MANUAL DESIGNED FOR USE BY MANAGERS OR TRAINERS IN A BOMB-THREAT PLAN TRAINING PROGRAM. DUE TO THE INCREASE OF BOMB-RELATED INCIDENTS, IT HAS BEEN NECESSARY TO FORMULATE SOME GUIDELINES ON HOW TO DEAL WITH THREATS AND TRAINING FOR THEM. THE BOMB-THREAT PLAN SHOULD INCLUDE SUCH THINGS AS WHO WILL TAKE CONTROL OF THE SITUATION, SEARCH PROCEDURES, WHAT TO DO WHEN THE BOMB IS FOUND, AND THE CONTROL OF PUBLICITY. THE ACTUAL THREAT CAN COME IN SEVERAL FORMS -- A SUSPICIOUS PACKAGE IN THE MAIL, A WRITTEN MESSAGE DELIVERED EITHER THROUGH THE MAIL OR BY MESSENGER, OR A TELEPHONE CALL. GUIDELINES FOR DEALING WITH THE THREAT ARE SET UP, INCLUDNG THE EVALUATION OF THE THREAT AND ACTIVATION OF THE PLAN. SEARCH TECHNIQUES INVOLVE THE EXTERIOR SEARCH, AN INTERIOR SEARCH, EVACUATION PROCEDURES, AND EQUIPMENT REQUIRED FOR THE SEARCH. A PRACTICE EXERCISE IS RECOMMENDED TO TEST THE METHOD AND A SEARCH CHECKLIST IS PROVIDED. APPENDIXES INCLUDE REFERENCES, SOME INFORMATION ON THE NATURE OF THE PROBLEM, AND ADDITIONAL RESOURCE MATERIAL. CHARTS AND DIAGRAMS ARE PROVIDED. (BAC)
