Compiled from a wide range of sources, including the actual experiences of special agents of the Bureau of Alcohol, Tobacco and Firearms (ATF), this pamphlet is designed to help both the public and private sectors prepare for the potential threat of explosives-related violence.
Abstract
The pamphlet advises that through proper preparation, the accessibility of a business or building can be reduced, and specified areas can be "hardened" against the potential bomber. Such measures will also limit the amount of time involved in a search should a bomb threat be made. Proper planning can reduce the threat of panic in the context of a bomb threat. The bomb incident plan provides detailed procedures for implementation when a bombing attack is executed or threatened. In planning for the bomb incident, a chain of command or line of authority must be established. Training must be conducted to prepare all personnel to comply with the plan. One section of the pamphlet suggests security measures to counter bomb incidents, and another section provides advice on how to respond to bomb threats. Suggestions are offered to guide the decision regarding whether to ignore the threat, evacuate immediately, or search and evacuate if warranted. The use of search teams and search techniques are described as well, followed by guidelines for handling a suspicious object. The pamphlet concludes with a listing of the components of a bomb incident plan and the steps for establishing a command center. Illustrations portray search techniques, and a ATF bomb-threat checklist is provided.
