PROBLEMS ASSOCIATED WITH PRISONER EXCHANGE, PARTICULARLY THOSE RESULTING FROM ILLEGAL DRUG TRAFFIC, ARE DISCUSSED. PROPOSALS AIMED AT RESOLVING THE ISSUES ARE EXAMINED.
Abstract
THE DIRECTOR OF THE FEDERAL BUREAU OF PRISONS DISCUSSES THE EXCHANGE OF PRISONERS BETWEEN MEXICO AND THE UNITED STATES THAT OCCURRED AS A RESULT OF A TREATY SIGNED BY PRESIDENT CARTER IN DECEMBER 1977. THE PROVISIONS OF THE TREATY, AS WELL AS EVIDENCE OF ITS USE, ARE SUMMARIZED. ELIGIBILITY REQUIREMENTS, PAROLE, AND RELEASE LAWS ARE REVIEWED, AND THE TREATY'S OPERATION IS EXAMINED. FUTURE ARRANGEMENTS WITH OTHER COUNTRIES (CANADA, BOLIVIA) MAY BE POSSIBLE. QUESTIONS REGARDING RELOCATION OF PRISONERS (I.E., U.S. CITIZENS RETURNED FROM MEXICAN PRISONS GO TO THE FEDERAL BUREAU OF PRISONS), CRIME RECURRENCE, PAROLE, SENTENCING, AND OTHER PROSPECTIVE PROBLEMS ARE ANSWERED. ADDITIONAL COMMENTS ARE MADE BY THE ATTORNEY GENERAL OF NEW MEXICO ON THE IMPACT OF ILLEGAL ALIENS ON THE CRIMINAL JUSTICE SYSTEM. BORDER SURVEILLANCE IS DISCUSSED IN RELATION TO ECONOMIC AND POLITICAL ISSUES. NARCOTICS TRAFFIC FROM MEXICO TO THE UNITED STATES IS A GROWING PROBLEM; THE ROLE OF VARIOUS AGENCIES IN CONTROLLING DRUG SMUGGLING IS CONSIDERED. THE SIGNIFICANCE OF THE WHITE COLLAR CRIMINAL IN DRUG ABUSE IS EMPHASIZED, QUESTIONS CONCERNED WITH DRUG DECRIMINALIZATION, WHITE COLLAR CRIME, ILLEGAL ALIENS, AND THE NARCOTICS TASK FORCE ARE ANSWERED.
