EFFECTIVE COMMUNICATION IS A COMPLEX UNDERTAKING WHEN A LARGE NUMBER OF PEOPLE IS INVOLVED.
Abstract
COMMUNITY PROBLEMS ARE NOT SIMPLE AND SIMPLE SOLUTIONS WILL NOT WORK. DEDICATED LEADERS, REPRESENTATIVES OF ALL CIVIC, BUSINESS, RELIGIOUS, AND RACIAL GROUPS ARE NEEDED TO COMMUNICATE WITH AND UNDERSTAND EACH OTHER, TO FORMULATE PLANS OF ACTION AND WITH PATIENT FIRMNESS PERSUADE CITIZENS TO COOPERATE FOR A BETTER COMMUNITY. ALTHOUGH CRIME AND RACIAL TENSIONS CAN PROBABLY NEVER BE ERADICATED, THEY CAN BE SIGNIFICANTLY REDUCED THROUGH SINCERE AND EFFECTIVE POLICE - COMMUNITY RELATIONS PROGRAMS. EFFECTIVE COMMUNICATION TO A LARGE NUMBER OF PEOPLE IS AN EXTREMELY COMPLEX UNDERTAKING AND IT MUST BE CAREFULLY AND SKILLFULLY PLANNED AND EXECUTED BY A CENTRAL POLICE - COMMUNITY RELATIONS SECTION. HOWEVER, THE PRIME VALUE OF A PRECINCT COMMUNITY-RELATIONS OFFICER IS TO INSURE THAT THE JOB DOES NOT BECOME MERELY A FUNCTION FOR A HEADQUARTERS UNIT. (AUTHOR ABSTRACT)
