THE DEVELOPMENT OF THE NATIONAL ASSOCIATION OF BOYS' CLUBS' INTERMEDIATE TREATMENT PROJECT IN ENGLAND IS DESCRIBED. IMPLICATIONS OF THE 5-YEAR EXPERIMENT FOR OTHER BOYS' CLUB PROGRAMS ARE EXAMINED.
Abstract
IN APRIL, 1973 THE PROJECT BEGAN WITH THE APPOINTMENT OF A FULL-TIME OFFICER TO OVERSEE DEVELOPMENT OF A PROGRAM TO SERVE FIRST TIME OFFENDERS AND YOUTHS CONSIDERED AT RISK OF BECOMING JUVENILE DELINQUENTS. DURING THE 5-YEAR PERIOD, THIS OFFICER TRAVELED TO LOCAL BOYS' CLUBS THROUGHOUT ENGLAND AND WALES TO PRESENT THE CONCEPT OF INTERMEDIATE TREATMENT AND TO HELP LOCAL UNITS DEVELOP PROGRAMS TO MEET THIS NEED. EDUCATIONAL PROGRAMS WERE CONDUCTED ALSO FOR OTHER INTERESTED SOCIAL AGENCIES AND VOLUNTEER GROUPS. THE REPORT DISCUSSES THE ORIGINS AND PURPOSES OF INTERMEDIATE TREATMENT, THE USE OF YOUTH SERVICE FACILITIES FOR SUCH PROGRAMS, THE PROBLEMS ENCOUNTERED IN INVOLVING BOYS' CLUBS IN SUCH PROGRAMS, EXISTING APPROACHES TO INTERMEDIATE TREATMENT, INTERAGENCY COOPERATION, THE FUTURE ROLE FOR BOYS' CLUBS IN JUVENILE DELINQUENCY PREVENTION, GENERAL RECOMMENDATIONS, AND SPECIFIC RECOMMENDATIONS TO THE DEPARTMENT OF HEALTH AND SOCIAL SECURITY, TO THE NATIONAL ASSOCIATION OF BOYS' CLUBS, AND TO SOCIAL SERVICE DEPARTMENTS OF LOCAL AGENCIES. SPECIFIC BOYS' CLUBS HAVE SUCCESSFULLY COORDINATED THEIR EFFORTS WITH THOSE OF THE COURTS AND COMMUNITY AGENCIES, BUT ONLY A FEW OF THE CLUBS HAVE COMMITTED TIME, TALENT, AND FUNDS TO ACCOMPLISH THE GOALS INVOLVED IN THE CONCEPT OF INTERMEDIATE TREATMENT. TRAINED WORKERS, A GUARANTEED SOURCE OF FUNDS, AND COOPERATION AT ALL LEVELS ARE NEEDED. APPENDIXES LIST THE PRACTICAL PROGRAMS UNDERTAKEN BY LOCAL BOYS' CLUBS, A CASE STUDY OF ONE BOYS' CLUB OPERATION, PUBLICATIONS AND REPORTS ISSUED DURING THE COURSE OF THE PROJECT, STATISTICS DETAILING THE EXTENT OF THE JUVENILE DELINQUENCY PROBLEM IN ENGLAND, AND ACKNOWLEDGEMENTS.
