THE ORGANIZATION AND FUNCTIONS OF THE NATIONAL COUNCIL FOR CRIME PREVENTION (NCCP) IN SWEDEN ARE DESCRIBED, AND COST AND OUTCOME INFORMATION ON THE WORK OF THE COUNCIL IS PROVIDED.
Abstract
THE NCCP IS A COORDINATING AND ADVISORY BODY AND DOES NOT HAVE THE AUTHORITY TO ISSUE DIRECTIVES TO OTHER AGENCIES OR BODIES. IT IS CHARGED WITH THE TASK OF PROMOTING EFFORTS IN CRIME PREVENTION WITHIN DIFFERENT AREAS OF THE COMMUNITY AND WORKING TO COORDINATE EFFORTS OF SOCIETY AND CITIZENS IN FIGHTING CRIME. ASSIGNED FUNCTIONS OF THE NCCP ARE FOLLOWING AND ANALYZING TRENDS IN CRIME AND PRODUCING FORECASTS OF SUCH TRENDS; FOLLOWING, SUPPORTING, AND INITIATING RESEARCH AND DEVELOPMENT WORK ON THE CAUSES AND PREVENTION OF CRIME, AS WELL AS EVALUATING AND DISSEMINATING THE RESULTS OF THIS WORK; COORDINATING RESEARCH AND DEVELOPMENT PROJECTS IN THE FIELD OF CRIMINAL POLICY FORMULATION; AND ASSISTING IN THE FRAMING OF CRIMINAL POLICY BY MEANS OF INVESTIGATORY STUDIES AND INITIATIVES. THE SWEDISH GOVERNMENT APPOINTS THE BOARD OF THE NCCP, AND THE COUNCIL'S APPROPRIATION FOR THE 1978-1979 BUDGET YEAR IS ABOUT 7 MILLION CROWNS. ACTIVITIES OF THE NCCP ARE CATEGORIZED AS RESEARCH AND DEVELOPMENT, INQUIRY, AND INFORMATION WORK. TOPICS OF INTEREST INCLUDE JUVENILE DELINQUENCY, CORRECTIONAL TREATMENT, NARCOTICS AND CRIME, ECONOMIC CRIMES, PROTECTION AGAINST CRIME, SOCIAL WELFARE ISSUES, THE JUDICIAL SYSTEM, THE POSSIBILITY OF SCHOOLS TO PROVIDE KNOWLEDGE ABOUT LAW AND THE LEGAL SYSTEM, COOPERATION BETWEEN SOCIAL WELFARE AUTHORITIES AND POLICE FUNCTIONS IN THE FIELD, YOUNG OFFENDERS, TAX AND CURRENCY LEGISLATION AND RELATED MATTERS, ORGANIZED CRIME, PROFESSIONAL ETHICS, ENVIRONMENTAL CRIMES, AND LABOR PROTECTION. OUTCOMES OF NCCP ACTIVITIES ARE PRESENTED PRIMARILY IN THE FORM OF PUBLISHED REPORTS. (DEP)
