Progress is reported on the implementation of recommendations from an evaluation of the work furlough and victim restitution program of Jacksonville, Florida's Fairfield Correctional Institution.
Abstract
Consistent with the first recommendation of the 1978 evaluation report, there are current plans to bring the issue of institutionalizing (moving from grant status to inclusion in the city budget) the project before local decisionmakers, so that the program may be included in the city's budget for the next fiscal year. The project has implemented the evaluation's suggested definition of recidivism--the one promulgated by the National Advisory Commission on Criminal Justice Standards and Goals. This definition has been used in Fairfield Correctional Institution's most recent grant, the Jacksonville Community Restitution Clearinghouse. Coordination problems, referenced in recent progress reports, have been resolved. Tabular data provided in this report update those included in the 1978 study. In general, the fiscal year 1979 statistics show a decrease in the number of applicants screened, an increase in both male and female daily populations of work furlough participants, and a decrease in the number of participants released. Participants' length of stay in the work furlough program has increased during 1979. The project has been accepting participants with longer remaining sentences. The 1979 population of work furlough participants has included a larger proportion of felony offenders than did the 1978 population. The increased number of escapes may be attributed to the larger number of felons in the program and those with longer remaining sentences. The project reported increases in total expenditures and estimated cost per client-day over those reported during 1978. Although the gross earnings of participants declined about $12,000 from 1978, project income from client wages increased during 1979 due to an adjustment in the proportion of wages contributed to board.
